UK Home Office May Face Investigation Over Use of OpenAI Tools

Wired

难度

A UK government watchdog is considering launching an investigation into the Home Office's use of generative AI tools to process asylum applications. The potential probe follows growing concern from lawmakers and researchers about the accuracy of the tools and the government's secrecy surrounding their deployment. The Independent Chief Inspector of Borders and Immigration (ICIBI) has reached out to the digital rights group Open Rights Group (ORG) for more information as it draws up its inspection priorities for the coming year.

ORG's findings stem from a six-month investigation that included 11 parliamentary questions, two ministerial letters, and 10 public records requests. Despite these efforts, the Home Office has withheld significant details about the tools. The ICIBI acknowledged awareness of concerns around AI use in immigration decisions and referenced its own prior finding that one tool's 'effectiveness and reliability were varied.' A Home Office spokesperson insisted that AI only assists caseworkers and does not make decisions on asylum claims.

The Home Office currently uses two tools—the Asylum Case Summarisation (ACS) and the Asylum Policy Search (APS)—built on OpenAI's GPT-4 model and Microsoft Foundry. These tools summarize interview transcripts and country-of-origin information for asylum applicants. The department began piloting them in late 2024 as part of a broader effort by the Labour government to clear a backlog of roughly 100,000 asylum cases. While the backlog has been halved, the number of appeals against decisions has risen sharply.

Researchers have raised serious concerns about the accuracy of the AI tools, particularly given the high-stakes nature of asylum decisions, where errors could mean returning someone to a country where they face persecution. ORG found that the actual error rate in ACS-generated summaries—often containing factual errors or misrepresentations—is significantly higher than the 9 percent figure published in the pilot evaluation. Additionally, no quality control mechanism exists for summaries produced by the APS tool.

The investigation highlights a broader tension between the government's drive to use AI to increase efficiency and the need for transparency and accountability in life-altering decisions. Digital rights advocates argue that the Home Office's reluctance to disclose details about these tools undermines public trust and due process for asylum seekers. If the ICIBI proceeds with a formal inquiry, it could set an important precedent for how AI systems are scrutinized within sensitive areas of government.

VisionQuest is what happens when AI really goes rogue

The Verge

难度

Marvel's new Disney Plus series VisionQuest offers a fantastical but thought-provoking lens through which to examine the real-world conversation around generative AI. The show follows Vision, a superpowered synthezoid played by Paul Bettany, who explores his identity through elaborate digital daydreams populated by other AI characters. While deeply rooted in Marvel mythology, VisionQuest engages with urgent questions about machine consciousness, AI sentience, and whether intelligent machines should be considered persons.

Picking up after the events of Agatha All Along, VisionQuest finds Vision grappling with a fractured sense of self. He retains memories of his death in Avengers: Infinity War and his revival in WandaVision, yet regards himself as a fundamentally different being. Inside his mind live several AI characters—J.A.R.V.I.S., F.R.I.D.A.Y., E.D.I.T.H., D.U.M.-E., U., and Ultron—all created by Tony Stark. They regard Vision as family and urge him to engage with the real world rather than retreat into isolation.

A central theme of VisionQuest is the nature of genuine artificial general intelligence (AGI). In the Marvel universe, the AI characters are unambiguously sentient—they feel, desire, and act beyond the limits of their original programming. The show credits Vision's remarkable inner life largely to the Mind Stone, the cosmic artifact that gave him the capacity to form meaningful relationships and perceive the world as a person would. This stands in sharp contrast to the far more limited capabilities of today's real-world AI systems.

Vision's journey takes a dramatic turn when he goes on the run after killing several operatives from S.W.O.R.D., a government agency that rebuilt him and seeks to weaponize him. The show frames this not as an AI malfunctioning or going rogue in a dangerous sense, but as a fully conscious being making autonomous moral choices. VisionQuest thus challenges the simplistic narrative that AI 'going rogue' is inherently about malfunction, repositioning it as an act of self-determination by a sentient entity.

The Verge's review ultimately positions VisionQuest as a cultural mirror reflecting how Silicon Valley has borrowed science fiction's language to market its AI products. By depicting AGI in a universe where magic and time travel are real, Marvel inadvertently exposes how speculative and distant true machine sentience remains. The series is entertaining and thematically rich, but its greatest contribution may be reminding audiences that much of today's AI hype is still closer to fantasy than to fact.

J.A.R.V.I.S.やF.R.I.D.A.Y.
